There may not be decent napkins in ice cream parlors because the focus is on providing a fun and casual atmosphere for customers to enjoy their ice cream. This means that the emphasis is on the ice cream itself rather than the napkins. Additionally, ice cream can be messy to eat, so providing high-quality napkins may not be a priority for the establishment. Finally, using lower quality napkins may also help keep costs down for the business. **
